because they're print to cheap & most importantly, most of their money is made from advertising revenue. The more subscribers they have, the more valuable their advertising space becomes since each month they can sell advertisers on a definite reach of readers. With that said, the pop-ups below, which come from different Gannet-based newspaper sites, are advertising a $0.99 per month deal for 3 months. The key is, the $0.99 price they're advertising is the lowest possibility based on buying their biggest package, which is a newspaper delivered everyday at $13/month. Unlike magazines, newspapers are printed everyday so they offer other options of getting the paper less frequently like on a Saturday or Sunday. If you were to choose a smaller option, the first 3 months would cost more. It's a textbook example of using the popular marketing phrase "as low as" to advertise to put emphasis on the lowest price.
